What I ended up doing was uninstalling the program that ophookSE2.dll was attached to, and went to http://www.usa.canon.com/templatedata/new_products/new_products_consumer.html in order to get the correct updates that work with Vista. Now I can access IE and don't seem to have any other problems. Wanted to let you know that this saved me hours of frustration and arguing with my husband, AND computer. Thanks!!
